From 30 May to 1 June 2025, Dr. Lyu Guo, founder of Suntrans, led a delegation of Chinese mining companies on a three-day in-depth mining inspection mission in Mongolia. Centered on the core objective of "unlocking the potential of Central Asia's resource hub," the mission delved into Mongolia's abundant resources — often called "a treasure house of mining beneath blue skies." Leveraging the Mongolia Mining Investment Ecosystem Association as a key platform, the trip clearly mapped out a new path for China-Mongolia mining cooperation to evolve from resource complementarity to coordinated industrial-chain development. In the years prior, Suntrans had consistently supported the series of Mining Investment Silk Road Forums hosted by the Embassy of Mongolia in China.
I. Mongolia Mining Investment Ecosystem Association: The Core Hub and Practical Outcomes of China-Mongolia Mining Cooperation Mongolia Mining Investment Ecosystem Association: Building a Golden Bridge for China-Mongolia Mining Cooperation As Mongolia's core mining organization integrating government, enterprise, and research resources, the Mongolia Mining Investment Ecosystem Association has continued to deepen China-Mongolia mineral resource cooperation in recent years. With the goal of building a full industry-chain service platform covering "exploration — mining — processing — trade," the Association focuses on three major functions: investment promotion, industry coordination, and green ecosystem construction. It has become a keylinchpin in China-Mongolia resource cooperation under the Belt and Road framework. Its senior management team, led by Mongolia's veteran mining experts and government officials, provides one-stop policy consulting, project matchmaking, and technical cooperation services. In 2023, the Association successfully drove Mongolia's mining investment to account for 72% of foreign direct investment (FDI), attracted the launch of over 50 Chinese-funded mining projects, and created more than 12,000 jobs.
Full Industry-Chain Business Layout Energizes New Drivers for Mining Cooperation The Association's business covers four major sectors: mineral resource development, investment services, industrial-chain coordination, and sustainable development. In resource development, it facilitated a US$1.6 billion uranium project signed with France's Orano Group, scheduled for production in 2028, while supporting China Nonferrous Metal Mining (Group) Co., Ltd. in developing benchmark projects such as the Tumurtin-Ovoo zinc mine. On the investment services side, the Association provides Chinese enterprises with full-process assistance from mining permit approval to legal support, and introduces Chinese mining automation and green mining technologies to enhance industry efficiency. For industrial-chain coordination, the Association facilitates matchmaking between mining machinery suppliers and mining companies, works with China COSCO Shipping to optimize the China-Mongolia-Russia logistics corridor, and simultaneously carries out ecological restoration technology exchanges with the China Mining Association — driving companies such as China Railway Resources Xinxin Company to obtain international green certification, achieving a balance between resource development and environmental protection.
China-Mongolia Multi-Sector Linkage Paints a New Picture of Cooperation The Association's cooperation with Chinese enterprises has extended to diverse fields including energy, infrastructure, manufacturing, and logistics: China National Petroleum Corporation (CNPC) participates in Mongolia's oil and gas development and cross-border pipeline construction; Zijin Mining deepens cooperation on non-ferrous metal exploration technologies; Weigao Group explores localized production of medical devices to support mining services; and the SCO Demonstration Area provides a gateway to the Chinese market for Mongolia's mineral exports through its multi-modal transport platform. In 2024, the Association signed a memorandum of cooperation with the China Mining Association to further expand into policy exchange, green finance (exploring low-carbon project financing with the Astana International Financial Centre), and lithium resource development.
II. Understanding Mongolia's Mining Policy and Development Opportunities The first stop of the inspection was to understand Mongolia's mining policies and opportunities. The two sides engaged in in-depth discussions on key topics including China-Mongolia mineral resource development, energy collaboration, and economic trade. During the exchanges, they not only conducted a detailed analysis of the endowment characteristics of Mongolia's mineral resources and future development plans, but also placed particular focus on the investment policy support system available to Chinese-funded enterprises. From the specific procedures for mining permit approval, to the interpretation of tax incentive policies, to the clarification of environmental compliance requirements, the mission charted a clear action path for Chinese-funded mining enterprises to "go global," helping them effectively break through the many barriers at the policy level. III. Joining Hands with Leading Enterprises to Expand the Cooperation Map (1) Exploring Industrial-Chain Synergy with a Mongolian Group As Mongolia's largest state-owned energy and mining group, the Mongolian mining conglomerate has deep strength and rich experience in mineral resource development and mine-site processing. Dr. Lyu Guo and the group's senior management engaged in in-depth discussions on cooperation across the full "resource exploration — mining — processing" chain. Starting from the development potential of copper, gold, and other polymetallic minerals, the two sides explored how to carry out on-site processing and conversion at the mining area to enhance product added value, actively exploring innovative cooperation models that leverage the complementary strengths of Chinese and Mongolian enterprises, laying a solid foundation for building a closer and more efficient mining cooperation ecosystem. (2) Visiting a Chinese Mining Company: Insights into Chinese-Funded Mining Practices At a Chinese mining group (whose polymetallic mining and processing enterprise is an industry leader), Dr. Lyu Guo gained in-depth insight into the production and operations status of Chinese-funded mining enterprises in Mongolia. From the practical application of polymetallic ore mining processes focused on gold-copper and lead-zinc, to the implementation of localized operations strategies and the accumulation of community collaboration experience, a comprehensive inspection was carried out. On this basis, centered on the core theme of "Mongolian mine resource exploration and development cooperation" and combined with Suntrans's professional service capabilities in international mining consulting and technical translation, a full-process solution covering technical matchmaking, policy adaptation, and talent services was tailor-made to help Chinese-funded enterprises "deeply cultivate the Mongolian market."
IV. Linking Industry Associations to Build an Ecosystem Network During the visit to the Mongolia Mining Investment Ecosystem Association, Dr. Lyu Guo, Association representatives, and executives from major local copper-gold mining enterprises held a joint seminar. As a comprehensive industry organization with broad influence in Mongolia's mining sector, the Association brings together rich resources across the full industry chain including exploration, development, and finance. During the exchanges, the two sides conducted in-depth discussions on key topics such as "mineral resource cooperation and development mechanisms," "international mining capital linkage," and "mutual recognition of technical standards," committed to building an efficient platform for information sharing and project matchmaking between Chinese and Mongolian mining enterprises, and promoting the evolution of bilateral cooperation from the previous model of "individual enterprise efforts" toward a new stage of "ecosystem-based coordinated development." Suntrans was responsible for conference translation.
Overview of Mongolia's Mineral Resource Distribution Mongolia's mineral resources are widely distributed and rich in variety, with more than 80 confirmed mineral types and over 6,000 mineral occurrences. Core resources show a regionally concentrated distribution pattern. The southern and eastern Gobi Desert regions are rich in advantageous minerals such as coal, copper, and gold — for example, the Oyu Tolgoi copper-gold mine in South Gobi Province (with copper reserves of 34 million tonnes and gold reserves of 1,300 tonnes, the largest undeveloped deposit in the world, with 90% of its copper concentrate to be exported to China after production begins in 2025) and the Tavan Tolgoi coal mine (with reserves of 6.4 billion tonnes, one of the world's largest coking coalfields). The flat terrain is conducive to open-pit mining. The northern mountainous regions are dominated by iron, zinc, and uranium — the iron ore reserves of Darkhan-Uul Province and Dornod Province account for more than 50% of the national total, and the zinc mines of Khentii Province account for 40%.
In addition to core resources, Mongolia also possesses abundant non-ferrous and rare metal mineral resources: 421 non-ferrous metal occurrences have been discovered (including 173 copper occurrences), 329 rare and rare-earth metal occurrences (including tungsten and tin), fluorite reserves of 15 million tonnes (the world's fourth-largest resource country, with 75% exported to China), and strategic resources such as lithium (Tsagaan Nuur mine with 1 million tonnes LCE) and rare earths (Mushgai Khudag mine with 3 million tonnes of oxides) also hold potential. Current mining is anchored by the Oyu Tolgoi copper-gold mine and the Erdenet copper-molybdenum mine (with annual capacity of 500,000 tonnes of copper concentrate). The China-Mongolia joint venture Tsagaan Suvarga copper mine commenced construction in 2023, but development faces challenges including lagging infrastructure, a shortage of technical talent, environmental pressures, and policies that still need to be refined. As a core pillar of the national economy, mineral product exports account for more than 70% of total foreign trade, continuously driving GDP growth and providing foreign exchange support for infrastructure and people's livelihood. With its resource endowment and regional advantages, Mongolia holds enormous potential in the global resource market, and must rely on international cooperation to break through development bottlenecks and achieve sustainable development.
Dr. Lyu Guo's inspection mission used Suntrans's cross-border service capabilities as a fulcrum — both unlocking the development code of Mongolia's "Central Asian resource hub" for Chinese-funded enterprises and injecting Chinese technology and capital momentum into Mongolia's mining industry. Looking ahead, Suntrans will continue to deepen its presence in the international mining service ecosystem, promote China-Mongolia cooperation from resource complementarity toward industrial-chainsymbiosis, and write a new chapter of mining coordinated development under the Belt and Road Initiative.
